Without Polysics, The Surfactants wouldn't exist. End of story. They took Devo and mixed it with raw punk and created something brand new. But the key is that they pulled it off without becoming some sort of trendy mess like just about ever other "new-wave" pop band out there. The Surfactants basically took their rhythmic, stuttering, staccato format and substituted metal for punk, more or less. Also, where Polysics are purely fun, The Surfactants try to be just a wee bit more serious. Eno is my personal favorite album, but they are all good. I like the huge amount of noise and distortion on Eno, coupled with the super catchy songs. It can do no wrong.
